Dr. Suzanne Eckes is an assistant professor in educational leadership and policy studies.
She teaches undergraduate and graduate courses in educational law and policy. Dr. Eckes’ research
interests include Title IX, affirmative action, and desegregation law.
Rebecca Martinez, Ph.D.

Dr. Rebecca Martinez is an assistant professor
of counseling and educational psychology at Indiana University School
of Education and holds adjunct status in the Department of Latino
Studies. She teaches courses for first-year educational psychology
students, academic assessment and interventions, child development,
special education, and early childhood education. Dr. Martinez is
also a director for the Institute for Child Study.
Dr. Martinez holds degrees from the University
of Florida (B.S. in psychology) and the University of Texas (M.S. in
program evaluation & Ph.D. in educational psychology).
Russell Skiba, Ph.D.

Within CEEP, Dr. Russell Skiba directs the Initiative on Equity and Opportunity program.
Dr. Skiba is a professor of counseling and educational psychology at the Indiana University School of Education.
As a member of the educational psychology faculty, he has worked to develop effective intervention and consultation
strategies for children with emotional and behavioral problems.
For several years, Dr. Skiba has been a director
for the Indiana University Institute for Child Study, an outreach
clinic providing assessment and intervention for children with school-related
problems. He was a member of the expert panel and writing team that
developed the Early Warning, Timely Response: A Guide to Safe
Schools.
Robert Toutkoushian, Ph.D.

Dr. Robert Toutkoushian is an associate professor in educational leadership and policy studies.
He teaches courses on the economics of education and school finance and works with the Indiana legislature to
examine the equity of school funding at the K–12 level. His work focuses on the application of economic
theories, models, and quantitative methods in a wide variety of education issues, including faculty compensation,
student demand for higher education, and education finances.
Dr. Toutkoushian holds degrees from Indiana University of Pennsylvania (B.A. in economics)
and Indiana University (M.A. and Ph.D. in economics).
